According to most contemporary theories of justice, justice is overwhelmingly important: John Rawls claims that "Justice is the first virtue of social institutions, as truth is of systems of thought."[9] Justice can be thought of as distinct from benevolence, charity, prudence, mercy, generosity, or compassion, although these dimensions are regularly understood to also be interlinked. Justice is connected to the concept of cardinal virtues, of which it is one. Justice has traditionally been associated with concepts of fate, reincarnation or Divine Providence, i.e. with a life in accordance with the cosmic plan. The association of justice with fairness has thus been historically and culturally rare and is perhaps chiefly a modern innovation [in western societies].[10]

Studies at UCLA in 2008 have indicated that reactions to fairness are "wired" into the brain and that, "Fairness is activating the same part of the brain that responds to food in rats... This is consistent with the notion that being treated fairly satisfies a basic need".[11] Research conducted in 2003 at Emory University, Georgia, USA, involving Capuchin Monkeys demonstrated that other cooperative animals also possess such a sense and that "inequity aversion may not be uniquely human"[12] indicating that ideas of fairness and justice may be instinctual in nature.

Concepts of Leadership  
Leadership is a process by which a person influences others to accomplish an objective and directs the organization in a way that makes it more cohesive and coherent. Program directors and managers can use this resource to inspire staff to higher levels of teamwork. This article defines concepts of leadership in terms of what a leader must be, know, and do. Reprinted with permission from Donald Clark.
  Good leaders are made not born. If you have the desire and willpower, you can become an effective leader. Good leaders develop through a never ending process of self-study, education, training, and experience. This guide will help you through that process. To inspire your workers into higher levels of teamwork, there are certain things you must be, know, and do. These do not come naturally, but are acquired through continual work and study. Good leaders are continually working and studying to improve their leadership skills; they are NOT resting on their laurels. Before we get started, let's define leadership. Leadership is a process by which a person influences others to accomplish an objective and directs the organization in a way that makes it more cohesive and coherent. Leaders carry out this process by applying their leadership attributes, such as beliefs, values, ethics, character, knowledge, and skills. Although your position as a manager, supervisor, lead, etc. gives you the authority to accomplish certain tasks and objectives in the organization, this power does not make you a leader...it simply makes you the boss. Leadership differs in that it makes the followers want to achieve high goals, rather than simply bossing people around. Bass' (1989 & 1990) theory of leadership states that there are three basic ways to explain how people become leaders. The first two explain the leadership development for a small number of people. These theories are: · Some personality traits may lead people naturally into leadership roles. This is the Trait Theory. · A crisis or important event may cause a person to rise to the occasion, which brings out extraordinary leadership qualities in an ordinary person. This is the Great Events Theory. · People can choose to become leaders. People can learn leadership skills. This is the Transformational Leadership Theory. It is the most widely accepted theory today and the premise on which this guide is based. When a person is deciding if she respects you as a leader, she does not think about your attributes, rather, she observes what you do so that she can know who you really are. She uses this observation to tell if you are an honorable and trusted leader or a self-serving person who misuses authority to look good and get promoted. Self-serving leaders are not as effective because their employees only obey them, not follow them. They succeed in many areas because they present a good image to their seniors at the expense of their workers. The basis of good leadership is honorable character and selfless service to your organization. In your employees' eyes, your leadership is everything you do that effects the organization's objectives and their well-being. Respected leaders concentrate on what they are [be] (such as beliefs and character), what they know (such as job, tasks, and human nature), and what they do (such as implementing, motivating, and providing direction). What makes a person want to follow a leader? People want to be guided by those they respect and who have a clear sense of direction. To gain respect, they must be ethical. A sense of direction is achieved by conveying a strong vision of the future. The Two Most Important Keys to Effective Leadership A Hay's study examined over 75 key components of employee satisfaction. They found that: · Trust and confidence in top leadership was the single most reliable predictor of employee satisfaction in an organization. · Effective communication by leadership in three critical areas was the key to winning organizational trust and confidence: 1. Helping employees understand the company's overall business strategy. 2. Helping employees understand how they contribute to achieving key business objectives. 3. Sharing information with employees on both how the company is doing and how an employee's own division is doing -- relative to strategic business objectives. So in a nutshell -- you must be trustworthy and you have to be able to communicate a vision of where the organization needs to go. The next section, "Principles of Leadership", ties in closely with this key concept. Principles of Leadership To help you be, know, and do; (U.S. Army, 1973) follow these eleven principles of leadership (later chapters in this guide expand on these and provide tools for implementing them): 1. Know yourself and seek self-improvement - In order to know yourself, you have to understand your own be, know, and do, attributes. Seeking self-improvement means continually strengthening your attributes. This can be accomplished through self-study, formal classes, reflection, and interacting with others. 2. Be technically proficient - As a leader, you must know your job and have a solid familiarity with your employees' tasks. 3. Seek responsibility and take responsibility for your actions - Search for ways to guide your organization to new heights. And when things go wrong, they always do sooner or later -- do not blame others. Analyze the situation, take corrective action, and move on to the next challenge. 4. Make sound and timely decisions - Use good problem solving, decision making, and planning tools. 5. Set the example - Be a good role model for your employees. They must not only hear what they are expected to do, but also see. We must become the change we want to see - Mahatma Gandhi 6. Know your people and look out for their well-being - Know human nature and the importance of sincerely caring for your workers. 7. Keep your workers informed - Know how to communicate with not only them, but also seniors and other key people. 8. Develop a sense of responsibility in your workers - Help to develop good character traits that will help them carry out their professional responsibilities. 9. Ensure that tasks are understood, supervised, and accomplished - Communication is the key to this responsibility. 10. Train as a team - Although many so called leaders call their organization, department, section, etc. a team; they are not really teams...they are just a group of people doing their jobs. 11. Use the full capabilities of your organization - By developing a team spirit, you will be able to employ your organization, department, section, etc. to its fullest capabilities. Factors of leadership There are four major factors in leadership: Follower Different people require different styles of leadership. For example, a new hire requires more supervision than an experienced employee. A person who lacks motivation requires a different approach than one with a high degree of motivation. You must know your people! The fundamental starting point is having a good understanding of human nature, such as needs, emotions, and motivation. You must become to know your employees' be, know, and do attributes. Leader You must have an honest understanding of who you are, what you know, and what you can do. Also, note that it is the followers, not the leader who determines if a leader is successful. If they do not trust or lack confidence in their leader, then they will be uninspired. To be successful you have to convince your followers, not yourself or your superiors, that you are worthy of being followed. Communication You lead through two-way communication. Much of it is nonverbal. For instance, when you "set the example," that communicates to your people that you would not ask them to perform anything that you would not be willing to do. What and how you communicate either builds or harms the relationship between you and your employees. Situation All are different. What you do in one situation will not always work in another. You must use your judgment to decide the best course of action and the leadership style needed for each situation. For example, you may need to confront an employee for inappropriate behavior, but if the confrontation is too late or too early, too harsh or too weak, then the results may prove ineffective. Various forces will affect these factors. Examples of forces are your relationship with your seniors, the skill of your people, the informal leaders within your organization, and how your company is organized. Attributes If you are a leader who can be trusted, then those around you will grow to respect you. To be such a leader, there is a Leadership Framework to guide you: BE a professional. Examples: Be loyal to the organization, perform selfless service, and take personal responsibility. BE a professional who possess good character traits. Examples: Honesty, competence, candor, commitment, integrity, courage, straightforwardness, imagination. KNOW the four factors of leadership - follower, leader, communication, and situation. KNOW yourself. Examples: strengths and weakness of your character, knowledge, and skills. KNOW human nature. Examples: Human needs, emotions, and how people respond to stress. KNOW your job. Examples: be proficient and be able to train others in their tasks. KNOW your organization. Examples: where to go for help, its climate and culture, who the unofficial leaders are. DO provide direction. Examples: goal setting, problem solving, decision making, planning. DO implement. Examples: communicating, coordinating, supervising, evaluating. DO motivate. Examples: develop moral and esprit in the organization, train, coach, counsel.

27. The term obligation.

An obligation is a course of action that someone is required to take, whether legal or moral. There are also obligations in other normative contexts, such as obligations of etiquette, socialobligations, and possibly in terms of politics, where obligations are requirements which must be fulfilled. These are generally legal obligations, which can incur a penalty for non-fulfilment, although certain people are obliged to carry out certain actions for other reasons as well, whether as a tradition or for social reasons. Obligations vary from person to person: for example, a person holding a political office will generally have far more obligations than an average adult citizen, who themselves will have more obligations than a child.[1] Obligations are generally granted in return for an increase in an individual's rights or power. For example, obligations for health and safety in a workplace from employer to employee maybe to ensure the fire exit isn't blocked or ensure that the plugs are put in firmly.

The word "obligation" can also designate a written obligation, or such things as bank notes, coins, checks, bonds, stamps, or securities.

Other uses

The term obligate can also be used in a biological context, in reference to species which must occupy a certain niche or behave in a certain way in order to survive. In biology, the opposite of obligate is facultative, meaning that a species is able to behave in a certain way and may do so under certain circumstances, but that it can also survive without having to behave this way. For example, species of salamanders in the family Proteidae are obligate paedomorphs, whereas species belonging to the Ambystomatidae are facultative paedomorphs.

In the Catholic Church, Holy Days of Obligation or Holidays of Obligation, less commonly called Feasts of Precept, are the days on which, as canon 1247 of the Code of Canon Law states, the faithful are obliged to participate in the Mass.

28The term Property.

Originally a legal term referring generally to the act of valuable property being taken into custody by an agent of the court and locked away for safekeeping, usually to prevent the property from being disposed of or abused before a dispute over its ownership can be resolved. But the term has been adapted by Congress in more recent years to describe a new fiscal policy procedure originally provided for in the Gramm-Rudman-Hollings Deficit Reduction Act of 1985 -- an effort to reform Congressional voting procedures so as to make the size of the Federal government's budget deficit a matter of conscious choice rather than simply the arithmetical outcome of a decentralized appropriations process in which no one ever looked at the cumulative results until it was too late to change them. If the dozen or so appropriation bills passed separately by Congress provide for total government spending in excess of the limits Congress earlier laid down for itself in the annual Budget Resolution, and if Congress cannot agree on ways to cut back the total (or does not pass a new, higher Budget Resolution), then an "automatic" form of spending cutback takes place. 29Concept of Responsibility.

In order to understand this concept it is important to outline the context under which it has been developed. Regardless of the fact whether military interventions for purposes of human protection has happened or not, it has always been a controversial issue. When addressing the General Assembly in 1999 and again in 2000, Secretary General of the United Nations Kofi Annan urged the international community to find a consensus on the issue. He asked the international community how they should respond to cases of gross and systematic violations of human rights as it happened in Rwanda or Srebrenica if humanitarian intervention is an unacceptable assault on sovereignty. Subsequently the Government of Canada established the International Commission on Intervention and State Sovereignty. With the participation of various foundations, representatives from different governments and inter-governmental organizations, NGO’s as well as civil society.

In December 2001 the Commission finished its work and released its report. In it they tried to find an answer to the ongoing debate between those who value the norm of humanitarian intervention above state sovereignty and vice versa. The core conclusions of the report state that there are two basic principles:
a) State sovereignty implies responsibility, and the primary responsibility for the protection of its people lies with the state itself
b) Where a population is suffering serious harm, as a result of internal war, insurgency, repression or state failure, and the stat in question is unwilling or unable to halt or avert it, the principle of non intervention yields to the international responsibility to protect.

Further, the responsibility to protect, embraces three specific responsibilities:
a) The responsibility to prevent: to address both the root causes and direct causes of internal conflict and other man-made crises putting populations at risk,
b) The responsibility to react: to respond to situations of compelling human need with appropriate measures, which may include coercive measures like sanctions and international prosecution, and in extreme cases military intervention
c) The responsibility to rebuild: to prove, particularly after a military intervention, full assistance with recovery, reconstruction and reconciliation, addressing the causes of the harm the intervention was designed to halt or avert.

 

Concept of toleration.  

 

Toleration is "the practice of deliberately allowing or permitting a thing of which one disapproves. One can meaningfully speak of tolerating, ie of allowing or permitting, only if one is in a position to disallow”. It has also been defined as "to bear or endure" or "to nourish, sustain or preserve". Toleration may signify “no more than forbearance and the permission given by the adherents of a dominant religion for other religions to exist, even though the latter are looked on with disapproval as inferior, mistaken or harmful”.[1]

There is only one verb 'to tolerate' and one adjective 'tolerant', but the two nouns 'tolerance' and 'toleration' have evolved slightly different meanings. Tolerance is an attitude of mind that implies non-judgmental acceptance of different lifestyles or beliefs,[2] whereas toleration implies putting up with something that one disapproves of.[3]

Historically, most incidents and writings pertaining to toleration involve the status of minority and dissenting viewpoints in relation to a dominant state religion. In the twentieth century and after, analysis of the doctrine of toleration has been expanded to include political and ethnic groups, homosexuals and other minorities, and human rights embodies the principle of legally enforced toleration.

The term “toleration”—from the Latin tolerare: to put up with, countenance or suffer—generally refers to the conditional acceptance of or non-interference with beliefs, actions or practices that one considers to be wrong but still “tolerable,” such that they should not be prohibited or constrained. There are many contexts in which we speak of a person or an institution as being tolerant: parents tolerate certain behavior of their children, a friend tolerates the weaknesses of another, a monarch tolerates dissent, a church tolerates homosexuality, a state tolerates a minority religion, a society tolerates deviant behavior. Thus for any analysis of the motives and reasons for toleration, the relevant contexts need to be taken into account.

 

31Concept of parliament.

A parliament is a legislature whose power and function are similar to those dictated by the Westminster system of the United Kingdom. More generally, "parliament" may simply refer to a democratic government's legislature. The term is derived from the French parlement, the action of parler (to speak): a parlement is a discussion. The term came to mean a meeting at which such a discussion took place.[ when? ] It acquired its modern meaning as it came to be used for the body of people (in an institutional sense) who would meet to discuss matters of state.[1]

Generally, a parliament has three functions: representation, legislation and parliamentary control (i.e., hearings, inquiries) Parliament government legislatures called parliaments operate under a parliamentary system of government in which the executive is constitutionally answerable to the parliament. Parliaments usually consist of chambers or houses, and are usually either bicameral or unicameral although more complex models exist, or have existed (see Tricameralism).

A nation's prime minister (PM) is almost always the leader of the majority party in the lower house of parliament, but only holds his or her office as long as the "confidence of the house" is maintained. If members of the lower house lose faith in the leader for whatever reason, they can call a vote of no confidence and force the PM to resign.

This can be particularly dangerous to a government when the distribution of seats among different parties is relatively even, in which case a new election is often called shortly thereafter. However, in case of general discontent with the head of government, his replacement can be made very smoothly without all the complications that it represents in the case of a presidential system.

The parliamentary system can be contrasted with a presidential system, on the model of the United States' congressional system, which operate under a stricter separation of powers whereby the executive does not form part of, nor is appointed by, the parliamentary or legislative body. In such a system, congresses do not select or dismiss heads of governments, and governments cannot request an early dissolution as may be the case for parliaments. Some states have a semi-presidential system which falls between parliamentary and congressional systems, and combines a powerful head of state (president) with a head of government (PM) responsible to parliament.

32Explane what is the presidential system of government?

A presidential system is a system of government where an executive branch is led by a person who serves as both head of state and head of government. That person is usually elected and titled "president", but can also be an unelected monarch.[ citation needed ] In a presidential system, the executive branch exists separately from the legislature, to which it is not responsible and which cannot, in normal circumstances, dismiss it.[1]

The title president has been carried over from a time when such person actually presided over (sat in front of) the government body, as with the US President of the Continental Congress, before the executive function was split into a separate branch of government. After this split, the President was no longer needed to sit in front of the legislative body, although the executive title remained in legacy.

Although not exclusive to republics, and applied in the case of semi-constitutional monarchies where a monarch exercises power (both as head of state and chief of the executive branch of government) alongside a legislature, the term is often associated with republican systems in the Americas. Presidential systems are numerous and diverse, but the following are generally true of most such governments:

· The executive branch does not propose bills. However, they may have the power to veto acts of the legislature and, in turn, a supermajority of legislators may act to override the veto. This practice is generally derived from the British tradition of royal assent in which an act of parliament cannot come into effect without the assent of the monarch.

· In the case of presidential republics, the president has a fixed term of office. Elections are held at scheduled times and cannot be triggered by a vote of confidence or other such parliamentary procedures. Although in some countries, there is an exception to this rule, which provides for the removal of a president who is found to have broken a law.

· The executive branch is unipersonal. Members of the cabinet serve at the pleasure of the head of state and must carry out the policies of the executive and legislative branches. However, presidential systems frequently require legislative approval of executive nominations to the cabinet as well as various governmental posts such as judges. A presidential leader generally has power to direct members of the cabinet, military or any officer or employee of the executive branch, but generally has no power to dismiss or give orders to judges.

· The power to pardon or commute sentences of convicted criminals is often in the hands of the head of state.

Countries that feature a presidential system of government are not the exclusive users of the title of President or the republican form of government. For example, a dictator, who may or may not have been popularly or legitimately elected may be and often is called a president. Likewise, many parliamentary democracies are republics and have presidents, but this position is largely ceremonial; notable examples include Germany, India, Ireland, Israel and Portugal (see Parliamentary republic).

33The term revolution.

A revolution (from the Latin revolutio, "a turn around") is a fundamental change in power or organizational structures that takes place in a relatively short period of time. Aristotle described two types of political revolution:

1. Complete change from one constitution to another

2. Modification of an existing constitution.[1]

Revolutions have occurred through human history and vary widely in terms of methods, duration, and motivating ideology. Their results include major changes in culture, economy, and socio-political institutions.

Scholarly debates about what does and does not constitute a revolution center around several issues. Early studies of revolutions primarily analyzed events in European history from a psychological perspective, but more modern examinations include global events and incorporate perspectives from several social sciences, including sociology and political science. Several generations of scholarly thought on revolutions have generated many competing theories and contributed much to the current understanding of this complex phenomenon. There are many different typologies of revolutions in social science and literature. For example, classical scholar Alexis de Tocqueville differentiated[2] between 1) political revolutions 2) sudden and violent revolutions that seek not only to establish a new political system but to transform an entire society and 3) slow but sweeping transformations of the entire society that take several generations to bring about (ex. religion). One of several different Marxist typologies divides revolutions into pre-capitalist, early bourgeois, bourgeois, bourgeois-democratic, early proletarian, and socialist revolutions.[3]

Charles Tilly, a modern scholar of revolutions, differentiated[4] between a coup, a top-down seizure of power, a civil war, a revolt and a "great revolution" (revolutions that transform economic and social structures as well as political institutions, such as the French Revolution of 1789, Russian Revolution of 1917, or Islamic Revolution of Iran).[5]

Other types of revolution, created for other typologies, include the social revolutions; proletarian or communist revolutions (inspired by the ideas of Marxism that aims to replace capitalism with communism); failed or abortive revolutions (revolutions that fail to secure power after temporary victories or large-scale mobilization); or violent vs. nonviolent revolutions.

The term revolution has also been used to denote great changes outside the political sphere. Such revolutions are usually recognized as having transformed in society, culture, philosophy and technology much more than political systems; they are often known as social revolutions.[6] Some can be global, while others are limited to single countries. One of the classic examples of the usage of the word revolution in such context is the industrial revolution (note that such revolutions also fit the "slow revolution" definition of Tocqueville)

34The term coalition.

A coalition is a pact or treaty among individuals or groups, during which they cooperate in joint action, each in their own self-interest, joining forces together for a common cause. This alliance may be temporary or a matter of convenience. A coalition thus differs from a more formal covenant. Possibly described as a joining of 'factions', usually those with overlapping interests rather than opposing. A coalition government, in a parliamentary system, is a government composed of a coalition of parties. In Australia, the Coalition is also used to refer to an alliance (coalition agreement) of three parties (the Liberals, Nationals and Country Liberals) existing in federal politics since 1922—this constitutes a parliamentary coalition. A coalition of parties is also an electoral fusion. The Cambridge Dictionary defines coalition as: the union of different political parties or groups for a particular purpose, usually for a limited time.

In international relations, a coalition can be an ad hoc grouping of nations united for a specific purpose. Sometimes, such groups are diverse and are characterized by some degree of commonalities. Sometimes, the degree of uncommonalities would lead some to perceive the group's bond as being ordinarily unlikely; here it can indicate the fact the historical ties may no longer be in operation, and the coalition members, instead, are joined by a new intention, not necessarily prior bonds.

A coalition might also refer to a group of citizens uniting behind a common goal. Many of these are grassroots organizations, like the Christian Coalition.

It can also be a collaborative, means-oriented arrangement, especially a temporary one, that allows distinct people or organizational entities to pool resources and combine efforts in order to effect change. The combination of such persons or entities into one body, as a union, variously organized and structured, but generally less formal than a covenant. Although persons and groups form coalitions for many and varied reasons, the most common purpose is to combat a common threat or to take advantage of a certain opportunity; hence, the often-temporary nature of coalitions. The common threat or existence of opportunity is what gives rise to the coalition and allows it to exist. Such collaborative processes can gain political influence and potentially initiate social movements. According to Sidney Tarrow, four elements are necessary to maintain a coalition:

1. Members must frame the issue that brings them together with a common interest.

2. Members’ trust in each other and believe that their peers have a credible commitment to the common issue(s) and/or goal(s).

3. The coalition must have a mechanism(s) to manage differences in language, orientation, tactics, culture, ideology, etc. between and among the collective's members (especially in transnational coalitions).

4. The shared incentive to participate and, consequently, benefit.

Coalitions manifest in a variety of forms, types and terms of duration:

· Campaign coalitions with high intensity and long-term cooperation

· Federations, characterized by relatively lower degree of involvement, intensity and participation, involving cooperation of long duration, but with members’ primary commitment remaining with their own entities

· Instrumental coalitions, involving low-intensity involvement without a foundation to mediate conflict

· Event-based coalitions that have a high level of involvement and the potential for future collaboration.

A coalition government is currently in place in the UK, with the Conservative Party under David Cameron (current prime minister) joining forces with the Liberal Democrats under Nick Clegg. The conservatives managed to gain 306 seats in the 2010 General Election, thus not giving them an overall majority. The Liberal Democrats gained 57 seats. These two parties formed a coalition allowing the coalition to have a majority. The deal for coalition included places in the cabinet for senior Liberal Democrat officials and a referendum on the alternative vote electoral system.

35The term opposition.

In parliamentary systems of government, the term loyal opposition is a term applied collectively to the opposition parties in the legislature to indicate that the non-governing parties may oppose the actions of the sitting cabinet while remaining loyal to the source of the government's power. The idea of inquisitorial opposition that held the executive to account emerged in Great Britain.

The phrase is derived from John Hobhouse's use in 1826 in a debate in the British parliament of the term His Majesty's Loyal Opposition. [1][2] It is intended to illustrate that Members of Parliament in a country's legislature may oppose the policies of the incumbent government—typically comprising parliamentarians from the party with the most seats in the elected legislative chamber—while maintaining deference to the higher authority of the state and the larger framework within which democracy operates. The concept thus permits the dissent necessary for a functioning democracy without fear of being accused of treason.[1]

As Michael Ignatieff, a former leader of the loyal opposition in the Canadian House of Commons, said in a 2012 address at Stanford University: "The opposition performs an adversarial function critical to democracy itself... Governments have no right to question the loyalty of those who oppose them. Adversaries remain citizens of the same state, common subjects of the same sovereign, servants of the same law."[3]

36The term decentralisation of power.

 

Decentralization (or decentralisation) is the process of redistributing or dispersing functions, powers, people or things away from a central location or authority.[1][2] While decentralization, especially in the governmental sphere, is widely studied and practiced, there is no common definition or understanding of decentralization. The meaning of decentralization may vary in part because of the different ways it is applied.[3] Concepts of decentralization have been applied to group dynamics and management science in private businesses and organizations, political science, law and public administration, economics and technology. decentralisation of power It refers to a government that has the powers spread out so no one person has control of the country. In the US, the power is divided among 3 branches: The President, the Congress and the Supreme Court. Most dictators are created by taking control of all the forms of government and making decisions and rules on their own.

37Concept of civil society. Civil Societydefinition:

“diverse units of social identity and interest... independent of the state..., not only can restrain the arbitrary actions of rulers, but can also contribute to forming better citizens who are more aware of the preferences of others, more self-confident in their actions, and more civic-minded in their willingness to sacrifice for the common good. At its best, civil society provides an intermediate layer of governance between the individual and the state that is capable of resolving conflicts and controlling the behavior of members without public coercion... A viable civil society can mitigate conflicts...”

The meaning of the term civil society is contested. It is sometimes considered to include the family and the private sphere, and referred to as the "third sector" of society, distinct from government and business.[1] Dictionary.com's 21st Century Lexicon defines civil society as 1) the aggregate of non-governmental organizations and institutions that manifest interests and will of citizens or 2) individuals and organizations in a society which are independent of the government.[2] Sometimes the term is used in the more general sense of "the elements such as freedom of speech, an independent judiciary, etc, that make up a democratic society" (Collins English Dictionary).[3]

The term entered public discourse in the United States and around the world in the 1990s in effect of intensive work of communist propaganda in Poland.[4][5] However its tradition is much richer and longstanding.

Volunteering is often considered a defining characteristic of the organizations that constitute civil society, which in turn are often called NGOs, or NPOs. Most authorities have in mind the realm of public participation in voluntary associations, trade unions and the like,[6] but it is not necessary to belong to all of these to be a part of civil society.

38Concept of constitution.

A constitution is a set of fundamental principles or established precedents according to which a state or other organization is governed.[1] These rules together make up, i.e. constitute, what the entity is. When these principles are written down into a single document or set of legal documents, those documents may be said to embody a written constitution; if they are written down in a single comprehensive document, it is said to embody a codified constitution.

Constitutions concern different levels of organizations, from sovereign states to companies and unincorporated associations. A treaty which establishes an international organization is also its constitution, in that it would define how that organization is constituted. Within states, whether sovereign or federated, a constitution defines the principles upon which the state is based, the procedure in which laws are made and by whom. An election is a formal decision-making process by which a population chooses an individual to hold public office.[1] Elections have been the usual mechanism by which modern representative democracy has operated since the 17th century.[1] Elections may fill offices in the legislature, sometimes in the executive and judiciary, and for regional and local government. This process is also used in many other private and business organizations, from clubs to voluntary associations and corporations.

Electronic ballots are used in Brazilian elections.

The universal use of elections as a tool for selecting representatives in modern democracies is in contrast with the practice in the democratic archetype, ancient Athens. As the Elections were considered an oligarchic institution and most political offices were filled using sortition, also known as allotment, by which officeholders were chosen by lot.[ not verified in body ]

Electoral reform describes the process of introducing fair electoral systems where they are not in place, or improving the fairness or effectiveness of existing systems. Psephology is the study of results and other statistics relating to elections (especially with a view to predicting future results).

To elect means "to choose or make a decision"[2] and so sometimes other forms of ballot such as referendums are referred to as elections, especially in the United States.

40Concept of political culture.

Political culture is defined by the International Encyclopedia of the Social Sciences as "the set of attitudes, beliefs and sentiments which give order and meaning to a political process and which provide the underlying assumptions and rules that govern behavior in the political system." It encompasses both the political ideals and operating norms of a polity. Political culture is thus the manifestation in aggregate form of the psychological and subjective dimensions of politics. A political culture is the product of both the collective history of a political system and the life histories of the members of the system and thus it is rooted equally in public events and private experience."[1]

Political culture is the concept by which a nation or group of people maintain similar political philosophies and viewpoints. This can directly impact the way the a country acts towards other countries in both foreign relations and general comparison of societies. The citizens of the country generally approve or disapprove of their system of government and may push it on others. In the case of totalitarian control, it can either lead to submission or rebellion. Within the nation itself, political culture can lead to party systems and often is directly related to an individual's position in life.

Facets that impact political culture on a national level are generally created by shared concepts that the society possesses. These paradigms are the position in which the society takes on issues such as morals, economics and government power. Due to the legal and social structure of the society, the overall political culture determines how the structure of power is established and which traditions are adopted to determine that structure.

There are general principles that the society needs to determine in order to find its political culture. The culture's standards are generally determined by the country's religious views and whether it focuses on the individual or is more family-oriented. Another major component is the question of whether the society practices full equality or is class-based with certain members getting more rights than others. Various factors regarding tradition, race and sex are strongly influenced in this decision.

41Concept of president. A president is a leader of an organization, company, community, club, trade union, university, country, a division or part of any of these, or, more generally, anything else.

Etymologically, a president is one who presides (from Latin prae- "before" + sedere "to sit"; giving the term praeses). Originally, the term referred to the presiding officer of a ceremony or meeting (i.e., chairman), but today it most commonly refers to an official. Among other things, "President" today is a common title for the heads of state of most republics, whether popularly elected, chosen by the legislature or by a special electoral college.
